Ministry St. Michael’s is planning to grow again.
City leaders last week announced the hospital has new plans to add on to the north end of the building located at 900 Illinois Ave. Michael Ostrowski, the city’s community development director, said plans are in the early stages but include expanding into the existing parking lot.
The plan also requires vacating the Prais St. pedestrian mall between Fremont St. and Illinois Ave, which requires city approval.
“There’s two ways to [vacate] under the ordinance,” Ostrowski said. “You can obtain a certain number of signatures within 2600 feet of each end of the area to be vacated- which would be a number of people- or two, put it in front of the Common Council, with first introducing it as a resolution, and then being able to act on that not for a period of 40 days.”
Ostrowski said introducing the resolution- which was not actionable at the May Council meeting- was a first step in the process. An initial conceptual plan would come before the Council in June, he said, with a final vote being held in July.
Alderwoman Mary McComb said she worried about pedestrian and bicycle access in the area, but without final site plans Ostrowski wasn’t able to answer her question in great detail.
Ostrowski did say the plans include using “about half of the parking lot area”, adding bicyclists and pedestrians would “have to walk around the building.”
Alderwoman Mary Kneebone also questioned weather the city would get anything in return for vacating the public space, asking if any “quid pro quo” was involved.
Mayor Mike Wiza said no.
“And it’s not really a street; the hospital uses it almost exclusively now,” he said. “It’s just a little walkway from the street to where their drop-off location off is. The city doesn’t really have any interest in it as is.”
Wiza added the 40 day waiting period was designed to allow for public input.
“We’re just introducing the resolution to give the public time to consider it, ask questions,” Wiza said.
Details on the addition were not readily available, but the hospital is currently in the midst of expanding its emergency room on the building’s south side. Construction on the 15,000-square-foot expansion began last December and is expected to be complete sometime this year.
That project includes additional exam rooms, a two-ambulance garage and new driveway.
